RFQ Section 6F (Similar Experience) states, “actual access to a publicly available Git repository is strongly encouraged over screenshots of private repositories.” Although encouraged, will the Government/18F penalize vendors in any way for not providing public examples as part of the Phase I and II evaluation?

We prefer to be able to examine the code base, and a public repository makes this process simpler. We also have a strong preference for working in the open, and therefore experience with this is beneficial.
