We have a few strings that appear in the service embedded in the source, mostly in the new user creation flow. These should be split out into a localizble resource file. Possibly this should be hot-swappable without bouncing the server, but that needs to be built carefully.

implementation is in utils/getStr
need to transition all the existing strings to /strings/en.js
