Restrict editing or deleting data records from Closed Campaigns

If a campaign is closed, users will not be able to edit or delete data records from the Closed Campaign. However, the campaign data will remain listed, visible, and reviewable.
This restriction does not apply when a campaign's form has passed its expiry date. Users will still be able to edit and delete data as long as the campaign remains open, regardless of the form's deadline.
