Expected Behaviour

Able to select the PDF Services API when creating a Project

Actual Behaviour

PDF Services API is disabled

Reproduce Scenario (including but not limited to)

Verified I have Adobe Standard DC licensing provisioned to my account, but still not seeing the API enabled for usage.

Trying to add an API to a Developer Console Project
