Describe the bug
Inclusion loop, if the previously known device is locally hardware reset and added again via SmartStart although Adapter Security Keys are not set.
It adds the same device again and again. Declaring the device after the inclusion process as dead, and reacting again to the inclusion request of the device.
My Gateway: Z-Wave.me RaZberry 7 Pro
My Device: Wave Shutter (EU)

To Reproduce
Steps to reproduce the behaviour:

  1. add adapter, only select the serial port
  2. Add QR Code in SmartStart
  3. Add the device by pressing the corresponding button for inclusion in the device
  4. Scroll down to '....'
  5. I don't know, maybe saying, that there is something wrong with the configuration

Expected behaviour
