remaining things to address:

• add i18n wrappers
• fix when buttons won't stay in-line always on in the header/hero area (eg: https://050ecd6f.almalinux-org.pages.dev/certification/software-certification/)
• figure out how to do nested menus in the header

stretch:

• add breadcrumbs to the certification pages, so folks can find the other pages in the tree
• figure out why I can't get the boostrap-icons to be included. commit one commit two (we'll know it's working when the bi-building-fill-check starts showing up in the hero on software-certification and hardware-certification)
• figure out why it won't respect my CSS.
