[REFACTOR] Public archive aztec-nr repo

Recently the docs repo was archived for the subfolder in the monorepo, may be beneficial to do the same for the aztec-nr repo for less confusion on where to submit issues and pull requests

Old repo - https://github.com/AztecProtocol/aztec-nr
New location - https://github.com/AztecProtocol/aztec-packages/tree/master/yarn-project/aztec-nr

Pull request AztecProtocol/aztec-nr#4 would resolve documentation for the repo if it was archived by an admin of the repo
