Fixes Azure/azure-sdk-for-net#40463
Description
Previously our model factory has a constraint:
if the model has any non-public properties, it will not be included in the model factory.
This PR removes this constraint. Models with non-public properties could have model factory entries, when constructing the instance, we will use
default
ornull
when the parameter in ctor should not show up in the model factory method signature.Checklist
