SCM: Add logging capabilities

This issue tracks the work to add logging capabilities to System.ClientModel.

In SCM, logging should function similarly to Azure.Core in that it should support:

• Client authors can specify service-specific headers and query parameters that won't be redacted by logging
• Client users can obtain client logs without making changes to/redeploying an app using the client
• Turn on/off logging client-wide
• Configure HTTP request/response logging to log message content; can limit size of content logged
• HTTP logging policy can be replaced with a custom policy
• Integration with .NET DI, including ILogger and IConfiguration
• Per [FEATURE REQ] Add observability options to ClientPipelineOptions #45267, allowed/redacted values for logging can be applied to distributed tracing
