VS cannot debug container while AKS is upgrading

Describe the bug
While the AKS cluster is upgrading, Visual Studio is unable to run and debug a container. The following message is displayed:

To Reproduce

1. Start cluster upgrade.
2. Try to run a container from VS using this button:
   

Expected behavior
It should work normally, with the possibility of the node the container is running on being drained while debugging.
