Pull data from Statewide and Regional SWAMP programs

Coordinate with developer of the SWAMP Data Dashboard - potentially pull data from Dashboard since it is already filtered/formatted nicely.

Depending on SWAMP Data Dashboard recommendations and Tribal needs - SWAMP Data are also available via:

The California Environmental Data Exchange Network (CEDEN) - does not have API
CA Open Data Portal - has API

Regardless of where we pull data from - note other data sources and differences between each source in the Manual's Layer Guide
