CompatHelper: bump compat for DynamicPPL to 0.31 for package EpiAware, (drop existing compat) #533

This pull request changes the compat entry for the DynamicPPL package from 0.30 to 0.31 for package EpiAware.
This drops the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

This is blocked by Pathfinder compat https://github.com/mlcolab/Pathfinder.jl/releases/tag/v0.9.5

That compat has been bumped on main so that will resolve itself.
