This enables reading from CSV, I believe. Not sure if that is something we want to support.

Test class currently skipped: TestPandasParsing

We will eventually need a solution for CSV import. I'm thinking a two-part API. Part 1 is load the <begin, end> offsets of the spans from the CSV file, and part 2 is associate target document text strings with the spans.
