Add developer mode with quiet fan

Yes, just want a simple way to set a developer mode on A741 and A721 so the machine is super quiet and can be used inside the home for development or home use.

If the developer doesn't care about the hash rate, then we can turn down the frequency and keep the fan to zero. How about it ?

yes good. can we have a home mode where the hashrate is lowe but the fan is quieter? Jon
