Add InlineComments extension

We have discussed this extension before, but now, thanks to efforts from @bawolff and myself, InlineComments is now in what I would consider good shape, and in its latest version is now at "stable" status:

I think this would be a great addition to Canasta - it adds what I have considered to be one of the big missing features of MediaWiki, which is the ability to add inline annotations, in the manner of Google Docs or Confluence.
