Support Metabase actions

Describe the bug

Clickhouse driver for Metabase currently does not support Metabase Actions

I would love for Metabase Actions to be supported

Steps to reproduce

1. Create new dashboard
2. Edit -> Add action button -> Pick an action -> Choose any model -> Create new action
3. Put any text into the Action text field
4. Click Save -> Enter name -> Save

Expected behaviour

Actions can be created

clickhouse Database 2 "Clickhouse" does not support actions.

Environment

• metabase-clickhouse-driver version: 1.1.2
• metabase-clickhouse-driver configuration: default
• Metabase version: 0.46.4
• OS: Linux

We should implement this when the actions API is fully stabilized. Currently, the feature is not fully stable and unlikely to work if we just enable it for CH; as I understood, even in the Metabase core integrations, it is implemented only in MySQL/Postgres/H2.
