Create user-facing documentation on how to file a FOI request #14

As a new FOI user, I want to be able to click through documentation to learn how to better use the system.

Currently, we would have to redirect a new user to the Froide documentation which isn't ideal. We should have a short tutorial in pdf / google drive so that someone who uses the system can learn how to use the system.

We have decided to create a screencast. It's being created now. Will need a place to put it, though.

Screencast has been created. Will be uploading to vimeo and to the website.
