As a uipa user, I want to seek out a privacy page to find more about uipa.org will use my data.

This should be done in the uipa admin, then scripted out. Point the flatpage to help/page.html. See Flatpages docs and this commit for more information.

Acceptance:
A privacy page.

Comment: Should probably research a few first before doing this.
