As a person working on the site, I want to be able to import a list of Hawaii public bodies so that the end user can make a FOI request.

Please use this consolidated document:

The document's format is described here:
http://froide.readthedocs.io/en/latest/importpublicbodies/

Note: Please export the fixture using the django manage.py dumpdata command with --indent=2 for readability.
