Change to "out of website" solution type and move all projects into one

I've changed the structure for V2 so that we have to projects in the solution. One for account management and one for registration / account updates. the latter is now called "Account UserForms".

The library project has been removed and all code of it went into the UserForms project. I did that because the management module and the forms module hardly share any code.

The CheckboxListEdit control has been moved to its own project. I think that makes sense so we can possibly add more conrols to that in the future.
