Update to latest Delft-FIAT release (DoD)

• REplace existing references to old column names with an interface
• Intermediate interface that contains the formats the FIAT needs, and in teh future when it updates, only that needs updating.
• Write tests

To Do:

• Update FIAT model in test database in line with latest FIAT release
• Update the executable in the svn repo to the latest release
• Update the class FiatColumns in the fiat_adapter.py to the new ones
• Make sure that everywhere in the back-end (Use latest release of Delft-FIAT (backend) #610) and front end (https://github.com/Deltares-research/FloodAdapt-GUI/issues/464 ), all the calls to the FIAT exposure or output column names are done through the FiatColumns class.
