Notification System

A command to view unread notifications. It includes but is not limited to, unread replies and mentions a user has gotten in the network. Users can opt-out to receive notifications.

When user next sends a message the hub, they will be prompted to check their notifications.

Also mention the user of the message being replied to, in the server it was sent from.

For blacklists, notify them only when the user sends a message to the hub during the blacklist duration. This is to prevent spam. Users can view past notifications through /notifications command.

Frost edit: maybe instead to enable message replies to be dmed to you by interchat, also if any server leaves the hub, it can do in the notifications command.
