Once shortcuts are registered in PHP via the class being introduced in #1, we ll need to render the modal using some kind of JS library. It s likely that will take the form of either React or VueJS.

At its basis, we ll need a registry structure under which global and screen-specific shortcuts can be registered, probably PHP-based and JS-rendered.
