The second site is already linked on the landing page. This first one seems to be a personal blog and isn't well known in the community yet. I wouldn't want to link to it until we know it's accurate and something we want to be directing users to read.

Honestly, I'd much rather people actually submit PRs to add the rest of the missing content from here than to just keep pointing at other sites not maintained by the community.

Depends on what you are trying to add. For general device documentation aimed at developers, look under src/devel/device/
