ABL coverage in regression tests

PR #698 added new ABL modeling capabilities to Nalu-Wind. However, not all capabilities are tested in the regression test. This issue tracks outstanding items that should be tested within nightly regression test suite

• Test local for monin_obukhov_averaging_type
• Test inflow/outflow restart capability from a precursor simulation. Check switch from planar (in
  precursor) to local (in inflow/outflow).

• Issue Update ABL stable/unstable regression tests #753 added stable/unstable tests.

Started looking at this. Note that "monin_obukhov_averaging_type" options are only "none" or "planar" and "none" is the local option (and just doesn't pick up anything from boundary layer stats). My test case wasn't set up for this...and was more about trying to assign a local z0 for roughness, so will move over to looking at the existing reg test.
