Broadband Adaptor emulation doesn't work for PAL Phantasy Star Online Ep. I & II Wii U

GPOP8P Rev. 00 is incapable of connecting to any host, both PSO and HTTP, when run from Nintendont. It reports error 102, despite the IP address set in the configurator being checked multiple times for correctness. I have also tried to redirect the Home Page browser to display another page, both of which were successful in Dolphin but fail in Nintendont.
BBA Emulation is toggled "On" in the menu, and the set access point is 2 of 3.

This was run on a Wii U system with 2024/07/28 Nintendont build
