According to the functional spec:
2 pivot robotic arm with 2 neo motors, 2 degrees freedom
absolute value encoder for each motor
Pneumatic brake on each pivot, software to investigate whether brake on higher pivot is needed
Note to software: Robotic arm can be used in set positions (example: ground, protected raised, external pickup, scoring level 1, scoring level 2)
Two solenoids for brakes (controlled together or independently)
