instance 0 is not allowed. I imagine you've made the script not happy. Please use (1-65535)

Now that I remove instance 0, restarting the service still shows % OSPF is not running in instance mode。

8.1 is too old, try a newer one. if the issue persists, I'll look into it. OSPF instances works for me on 10.1 and 10.2.
