Running dedicated server when starting program normally

I am currently trying to run xash on my Windows PE usb drive, but when I run xash_vc.exe it just brings up the dedicated server menu instead of running the actual game. Is there a way to force it to run the game normally?

check opengl32. It works for me in windows pe with gdi driver. try -safegl option
Other way is use opengl32sw.dll which contains mesa llvmpipe
And sometimes switching display depth helps
