How is this project compiled and is there any instructions on how to use each piece?

It is compiled using SBT. In IntelliJ do sbt clean compile.
Readme defines a base functionality. Feel free to ask more specific questions

This one is currently abandoned. It was initial implementation, which is significantly refactored here https://github.com/blublinsky/flink/tree/master/flink-modelserving and is now a PR for Flink
