Add RupturesetDiagnosticsTask

we want to configure a RupturesetDiagnosticsTask with input & outputs, input arguments and run metrics

so the task results can be recorded and available for further analysis

properties:

• Input file (opensha solution)
• Output report
• task arguments (from NSHMInversionRunner)
• metrics

Notes on User Features in :

• output report should be published to an S3 bucket/key (aux fn??)
• report URI is a property of the Task, Report (maybe of the RuptureSet itself)
• individual charts, jsons etc of each report can be referenced from UI?? eg each DiagsReport has a 99th percentile plot of rupture extremes. UI could easily display this on the rupture Card view alongside other params like the no of rupture,s input parms etc. Great way to compare different rupture sets. User could also select different percentiles, different charts etc.
• Users can save ruptures sets as FAVs, also FAVs for chart selections.
