Implement Finalized Audit Deletion Designs

Follow on from #4434.

Now that users can delete their in-progress audits, we want to implement the finalized designs. View them via Figma here.

1. "New Audit Submission" button, remove the old checkbox
2. Update icons and add "Can't find a report listed here?" alert in "Audit submissions"
3. Table for clarity in the "Confirm Report Removal" page
4. Delete button on the checklist page
5. Macro and FAQ: publish @James-Paul-Mason
