Revise UI and update FY25 Roadmap on fac.gov updates page #4614

As a user of fac.gov, I want to see the current product roadmap so that I know what work is planned for the site and whether it includes my priorities.

We currently show our product roadmap as a thumbnail at the bottom left corner of our updates page:

We need to:

  1. Update the roadmap
  2. Remove the "Subscribe to stay updated" card and move the "How we work" card to the top of the left navigation
  3. Implement a modal that shows the roadmap full screen when the user clicks on the roadmap thumbnail within the card

@Leighdiddy Just to confirm, the Subscribe cards should remain on the individual update pages, correct? For example:
