CrazyEgg code include move on static site

The code is currently at the bottom of the body on every page on the static site. CrazyEgg recommends that the JS include instead be located in the head tag.

The fix would appear to be

• Remove the code from base.html in _templates
• Add the code to meta.html in _includes

This should move the code from the body to the header.

1. Remove the code from base.html in _templates
2. Add the code to meta.html in _includes
3. Test the branch preview in Cloud.gov Pages to confirm that the site still "works"
4. Check the CrazyEgg code checker tools (ask JMcG about this) on the branch to check that we did it right
5. Check that the branch generates data that CrazyEgg receives
6. Deploy, and check that things still work in production
