The program is abnormal (type 1)

New to this Grasscutter business. I made my own private server by making a new folder and putting all the files in this folder, installed Fiddler and Mongo and calibrated everything but I got this message. I had turned off the Windows antivirus and I still got this.

The program is abnormal. Please close the antivirus software and other blocking software and try again(type 1)

I mean retail is already abnormal with its poor gacha pity rates, but this is ridiculous. Can somebody point me out what I need to do? I do not know of any other software that is blocking this.
