Offline option available for some games, and some not

Why is that?

I know there are some games which need Epic online auth to work, but there's a game I know for a fact that works offline, which does not have the option, and one that does not work offline and does have the option :P

this is for Crying Suns which doesn't work without online

And this is for War Pips which does
