Enable LSF on IBM Cloud tile to deploy both GPFS and Dynamic worker nodes

Background:
LSF on IBM Cloud tile does not allow Dynamic Worker Nodes if IBM Storage Scale (GPFS) is configured in the deployment, this causes the HPC cluster to not have a performant storage solution for the potentially large cluster.
The ability to have dynamic nodes is possible if the appropriate GPFS commands were added to the pre and post Provisioning Resource Connector configuration files to add and remove the nodes from the GPFS cluster.

Requirement:
Enhance Schematic scripts for LSF on IBM Cloud to allow dynamic worker nodes and GPFS.
