As an end user of IBM Cloud provider, I should be able to create credentials during creation of Cloud Foundry Service Instance #113

As of today , the resource exports the credentials variable in the schema which is typically the service broker-provided credentials to use the service and could be empty in most cases.

We could allow the user to create a service key as part of the service instance creation which can be used later. Currently used should use cf_service_key to create and bind the credentials.
