리팩터링 내용

현재 applicationDataAtom과 applicationNavbarAtom은 과도하게 데이터에 묶여 있습니다.
이 파일 구조를 효율적으로 변경할 수 있는 방안이 있으면 좋을 것 같습니다.
이 내용은 변하지 않으므로 cache를 적극적으로 활용할 수 있는 방안이 있으면 좋을 것 같습니다.
