Need wiki page for submitting issues #12

Going forward will require a way for any contributor or user to submit an Issue which is related to UI or UX or code functionality.

To avoid cases of vague description, not enough description, debugging bugs which are related to a user environment, bugs related to the older version of the project we have to come up with a detailed description on how to submit an Issue.

It would be great to have a wiki page in GitHub or a comment here with an exact set of data users have to write in order to submit an Issue.

I propose to require the following information:

  • Error short description
  • TweetGeoViz version
  • OS
  • Node version
  • NPM version
  • steps to reproduce the bug
  • expected behavior
  • observed behavior

Any thoughts? Once we have this written we would be able to point any user to it if the Issue of the description is too vague.
