Move fieldmaps to a more permanent (MOLLER-controlled) location

A recent hallaweb upgrade made fieldmaps inaccesible.

Describe the solution you'd like
We can store fieldmaps as public documents on the DocDB with relatively little effort. The location on the ifarm would just be the deep link in the DocDB directory.

Describe alternatives you've considered
Keep where it is now. Store in a regular directory.

Additional context
Information management probably dictates this should go into the DocDB. But there may be inefficiencies with storing large files in the DocDB as well.
