Guidelines for Submitting New Issues to this Project

Hi all,

I noticed that there isn't much in terms of guidelines for contributing or submitting issues, but I did want to put this question out there in case this there were guidelines that the community had in mind. This way, future contributors don't fall make beginner mistakes when contributing to their first open source project.
