Update .NET version in project and in Codespaces

This project runs in GitHub Codespaces.
It would be nice to update the .NET version.

The project is currently using .NET 7. It would be nice if the version were updated.

Check out #55, #75, #76, and #77 for examples of how .NET was updated for previous versions.

.NET exists in the project, in the codespaces container, and in the GitHub Action that's located in .github/workflows

I make the required changes and created PR, build and run project on my local machine and i works perfectly. Let me know if i miss anything.
