Give me a way to add compo/jam entries while locked

I often have people that didn't realize (duh) that they had to submit their 
games. They make a post and walk away. Once I've locked down the event, they 
can't submit, so for them to be able to submit, I need to unlock and leave the 
jam open.

The worst part is when they contact me over twitter, I respond right away 
(within 5 minutes), and they don't get around to doing it for hours. Rather 
annoying when I need to sleep.
