User Story

Notify the user that we were not able to obtain their location automatically and thus they will need to search for a location in order to find campaigns.

Tech Notes

Use Bootstrap alert of set message to the window that we were not able to get their location and that we will need to have them enter a location in the search bar.

Acceptance Criteria

When I am not able to get the location automatically I should be notified of such
And prompt the user they will need to search in order to locate campaigns in their area
