Hierarchical Packet Names

Idea for whenever dictionaries get rewritten.

Packet names should be published with a subsystem in its hierarchy.

Example:
Packet SIM_BT_VOLTAGE_TLM_MID should be published as MGSS.SIM_BT_VOLTAGE_TLM_MID

Where MGSS is the subsystem as defined for SIM_BT_VOLTAGE_TLM_MID.

Reasoning:

1. Observation that only the OPCODE needs to be unique.
2. Observation that Field and Packet names are often repeated.
3. Enabling Services that can subscribe to an entire subsystem without also maintaining a list of packet names.
