window under water mark can't to bring to foreground/top level window while using wayland

1. My wayland environment doesn't support wayland shell layer, so active-linux will downgrade to x11 mode
2. While window is under watermark

case 1
If mouse click area is under "active linux", window can get focus but it can't bring to foreground
case 2
If mouse is click area which is outside of "active linux", window can get focus and be bringed to foreground
