Remove Pickle from 0MQ message passing #541

A sub-issue of #529, Pickling will be removed from 0MQ message passing.

All messages currently use pickling for subscribe/publish, with extra pickle use for PacketHandlers.

Note: This will have an effect on any plugin or interface which performs pickling as part of message processing.
