Check why roundup does not create the reference api documentation

💡 Description

The documentation is created locally with command line:
sphinx-build docs/source docs/build/html

This generates an API reference documentation.

But this page is empty when the documentation is updated by roundup for new stable releases, see https://nasa-pds.github.io/peppi/reference.html

I don't know what should be done for roundup to also generate the referece documentation.
