Is your feature request related to a problem? Please describe.

CUB has code paths for checking compile-time preconditions. If CUB code compiles for unsupported use cases, it's a bug. To avoid these bugs, we need compile-time tests.

We need an infrastructure for testing CUB compile-time errors.
